TOBB (Turkish Union Of Chambers And Commodity Exchanges) Young Entrepreneurs Board Work Prıncıples
Purpose
Article 1 - The purpose of these principles in so to regulate the tasks and activities of the Yong Entrepreneurs Board established within TOBB.
Definitions
Article 2 - The following terms have the following meanings:
TOBB: Turkish Union of Chambers and Commodity Exchanges)
GGK: Young Entrepreneurs Board
TOBB-ETU: TOBB Economy and Technology Universities
YOUTH FOR HABITAT: Habitat and Agenda 21 Youth Association, supported by the United Nations.
Establishment
Article 3- GGK is an advisory institution formed within TOBB's body and which aids the decisions taken by the TOBB Executive Board, develops general policies on young entrepreneurship and contributes to the development of outside opinions. The board has also been established to give training and capacity development support to young entrepreneurs for them to implement their ideas better.
Duties
Article 4- Determining policies to develop young entrepreneur potential qualitatively and quantitavely and to pioneer the development of entrepreneur culture among the youth. GGK also performs the following:
a) Creating career development opportunities for young people by teaching them methods of personal development In accordance with this;
1.Creating learning environments for young people who want to put into action their abilities such as entrepreneurship and income generation so that they can learn how to do these.
2. Giving people, who posses the entrepreneurship spirit, basic information that will enable them to use these features better and more efficiently and to give entrepreneurship trainings in order to guide them.
3. Organizing training activities such as seminars, panel etc. in order to teach young people about the innovations and subjects regarding the business life.
4. Organizing entrepreneurship lessons, seminars, and panels in high schools and universities.
5. Preparing booklets and DVD's which explain the necessary procedures for entrepreneurship and setting up a business.
6. Setting up a 'Young Entrepreneurs Web Portal' that presents accurate and detailed information and opportunities for young entreprenership.
7. Providing young entrepreneurs to share their knowledge with each other via these and the other activities of GGK and to find solutions to their problems, if any exists.
b) GGK, also aims to support the young entrepreneurs while setting up their businesses and successfully maintaining it, as well as giving them trainings and developing their capacities. For this purpose,
1. It helps young entrepreneurs to have internships with experienced entrepreneurs
2. Creates short term internship opporunities with foreign entrepreneurs abroad (especially EU countries)
3. Providing support to new entrepreneurs from experienced entrepreneurs for certain periods of time by developing a coaching system.
4. Having a 'Young Entrepreneur Fair' organized annually and to bring young entrepreneurs, their ideas and experiences.
5. Opening 'Young Entrepreneur Training and Guidance centers in various provinces under the leadership of TOBB and chambers and exchanges on a provincial scale, and conducting researches, and consulting services in these centers on subjects such as EU and other international young entrepreneur resources, opportunities, risk capital and Euroawards.
c) Determining the measures that will help people starting initiatives in sectors that will contribute to the development of Turkish economy, to direct young entrepreneurs to these sectors.
d) Organizing training programs and social activities in order to form social responsibility awareness in young entrepreneurs.
e) Activities to encourage young entrepreneurs to take part in civil society institutions and to form partnerships with these institutions in their projects.
f) Forming work groups according to the features of the subjects.
The Young Entrepreneurs Board
Article 5- Young Entrepreneurs Board:
a) Members as of right
1. Chairman of TOBB as the honorary chairman of the board,
2. TOBB General Secretary or his appointed assistant
3. Chairman of the Habitat and Agenda 21 Youth Association
4. GGK Secretary,
5. TOBB-ETU representative,
6. KOSGEB representative,
b) Coordinating members consisting of three members selected amongst the TOBB Presidential Board and/or Board of Directors members
c) Elected members;
1. Fifteen members that will be elected amongst the candidates between the ages of 18-35, determined by the TOBB Board of Directors.
2. 10 members that will be elected amongst the candidates between the ages of 18-35, determined by the Habitat and Agenda 21 Association.
3. 5 members that will be elected among the candidates between the ages of 18-35, determined by the TOBB-ETU.
4. 1 member that will be elected among the candidates between the ages of 18-35, determined by the KOSGEB.
d) and the advisory members that may be invited from among the TOBB Chairmanship consultants, Universities, Ministries and public institutions.
TOBB Board of Directors is authorized to reasonably decrease and increase the number of members.
Chairman
Article 6- TOBB Chairman is the honorary chairman of GGK and presides the meetings he/she attends. Also, GGK selects one chairman and two vice chairmen among its own members.
A coordinating chairman is elected by the TOBB Chairman among the coordinating members, in order to establish the coordination and information flow between GGK and the TOBB Board of Directors.
Executive Board
Article 7- Executive Board consists of GGK Chairman, vice chairmen, work group leaders, HABITAT Chairman or General Secretary and GGK Secretary.
Work Groups
Article 8- GGK, with its decision, may form perpetual or temporary work groups on necessary subjects. These boards consist of at least three and at most seven members and elect a leader within them.
Outside specialists may also attend the work groups with GGK's decree.
GGK Secretary
Article 9- GGK Secretary is determined by TOBB from among TOBB personnel. TOBB General Secretary determines which unit of the TOBB will fulfill the Secretariat services.
Meeting and the Execution of the Decisions
Article 10- GGK, holds meetings at the frequency required by the agenda and upon the call of the TOBB Chairman.
Executive Board holds meetings at the frequency required by the agenda and upon the call of the TOBB General Secretary.
Work Groups hold their meetings at the frequency required by their task and upon the call of the GGK Secretary. Rapporteurs from other technical units may be assigned to the Work Groups when necessary, upon the suggestion of the GGK secretary.
Annual reports to be prepared by the rapporteurs and the GGK decisions are presented to the TOBB Chairman by the TOBB General Secretariat and the execution of the decisions given within the framework of the TOBB regulation is conducted by the TOBB General Secretariat.
Financial Provisions
Article 11- General expenses of GGK are met by TOBB. TOBB regulations are applied for consulting services taken from outside sources and similar expenditures. The traveling expenses of the members are met by the institution they're representing. Traveling expenses of the members from the public sector and the universities, who are called to the meetings when deemed necessary, are met by TOBB with the approval of TOBB General Secretary.
Operative Effect
Article 12- These principles are put into effect with the decree of the Board of Directors dated ../../2005 and numbered .....
Execution
Articles 13- These principles are executed by the TOBB Chairman.
